Phase II Connection FAQ Phase II 1/10/22 Slide Show Phase II 7/19/2022 Slide Show Easement FAQ 8/2022 Chloramine Information *Proposed 11/21/22 Ordinance Amendments* Phase II Installation Details This information is provided to assist Customers planning to hook-up to the waterline extension described as Phase 2 in the town of Alburgh, VT. All new water customers are initially exempt from obtaining a WW permit if the service line is shown on the plans approved as part of the public water system construction permit and the other criteria of Section 1-304(12) are met (including recording of an installation certification -see section 1-306 - that states the water service meets the Rules). This is slightly different than what was required for Phase I under the previous version of the Rules. For an installation certification we don’t necessarily need to prepare a sketch (though it’s helpful for the water district and future owners), but in addition to isolation distances we also need to see evidence of construction materials/techniques and perform a pressure test. A successful pressure test has a duration of 16 minutes with no pressure drop. Because there would be multiple connections that could be witnessed/tested on each site visit, $300 (up to $400 with a sketch and tie distances) is realistic. After the fact connections are only exempt from obtaining a WW permit if the use is a single-family residence on its own lot. This requires the recording of the exemption form (see WS335 attached as example) where we are certifying that isolation distances are maintained or techniques are implemented to compensate where not possible. Customers that experience failures or leaks may be held liable for additional charges if the leak or failure occurs between the curb stop shut-off valve & customers meter.
